Strong communities are built on trust, solidarity and a shared commitment to supporting one another. In an increasingly complex and uncertain world, local resilience depends not only on the actions of public institutions but also on the capacity of citizens, community organisations and local networks to work together towards common goals.
This masterclass explores how community action can strengthen social cohesion and build trust between residents, civil society organisations and local authorities. Drawing on the experience of the Municipality of Cascais, participants will discover how collaborative approaches to social challenges can foster more inclusive, connected and resilient communities. Through a range of practical examples, the session will highlight initiatives that promote community engagement, volunteering, social inclusion and local partnerships. Participants will examine how community-led action can help address issues such as social isolation, inequality, intergenerational connection and support for vulnerable groups, while creating stronger relationships between citizens and institutions.
The masterclass will explore the conditions that enable trust to flourish within communities, including transparency, collaboration, mutual respect and shared responsibility. Particular attention will be given to the role of local partnerships in mobilising collective resources, strengthening social networks and creating sustainable responses to social challenges. Participants will gain insights into how municipalities can act as facilitators and enablers of community-driven solutions rather than simply service providers.
