Teresa was born in Lisbon in 1994. An anthropology graduate from ISCSP – Universidade de Lisboa, class of 2018, she joined the Participatory Budget team at Cascais City Council in 2022, where she works as a senior officer. With a background in Anthropology, she is driven by a curiosity about how people connect, collaborate, and create change together. She believes technology should serve people — helping communities become more inclusive, transparent, and participatory — and her work in civic tech and digital innovation is guided by a desire to empower active citizens and make governance more open and human.
