

European advocacy in education: The example of adult learning and education

In this workshop we discussed the intricacies of advocacy, particularly within the European context, emphasising its role as a means to effect change in governance, attitudes, and institutional functions. Advocacy, encapsulating both informing and connecting, is essential for influencing European policy-making processes in areas such as adult learning and education (ALE). The European Association for the Education of Adults (EAEA), with its extensive network of 120 members from 43 countries, is a pivotal player in this arena, dedicated to championing active citizenship, sustainability, employability, and democracy through ALE.
The workshop shed light on the multifaceted approach to advocacy, emphasising the need for a credible, coherent, and clear message coupled with mutual trust among stakeholders. From campaigning to classic lobbying and consulting, effective communication emerges as central to advocacy efforts. Despite the known benefits of ALE, such as employability and active citizenship, it was noted that this sector remains marginalised on the political agenda, underscoring the imperative for advocacy toward European institutions and member states alike.
We discussed key steps for effective engagement with stakeholders as well as clarity of objectives, comprehensive stakeholder identification and mapping, and strategic outreach and engagement. With a focus on fostering dialogue and driving substantive change, this workshop provided a roadmap for advocating for the broader recognition and support of adult education and lifelong learning in Europe.

Raffaela Kihrer is Deputy Secretary General and Head of Policy at the European Association for the Education of Adults (EAEA). She is also Secretary General-elect of the Lifelong Learning Platform (LLLPlatform), which brings together all education sectors at the European level and is the central interlocutor of European civil society with the European institutions in education. She has extensive experience in policy and advocacy in the field of adult learning and education at the European and international levels, with a particular focus on citizenship and development.
